James Dunn

James Dunn brings more than two decades of distinguished experience in government relations, public policy, and legislative affairs, with a proven track record of building and maintaining strong relationships with state, local, and federal leaders. Having served in both the public and private sectors, he offers clients a unique, well-rounded perspective on the legislative and regulatory processes that shape public policy and business outcomes. 

Prior to joining FBT Gibbons LLP, James served as Executive Director of the Tennessee Commission on Aging & Disability (“TCAD”), where he frequently represented the agency before legislative committees, participated in high-profile policy discussions, delivered presentations and lectures across the state, and served on numerous legislative and executive branch task forces. These leadership roles allowed him to cultivate an extensive network of government and community stakeholders while developing deep expertise in navigating complex public policy issues. In addition, James has significant experience as a government relations professional in the private sector, advocating for clients and organizations on a wide range of legislative and regulatory matters.

As the firm's lead governmental affairs and public policy professional in Tennessee, James works closely with clients and attorneys to navigate the complexities of the legislative process and executive branch regulatory framework. Combining strategic insight, practical experience, and strong bipartisan relationships, he helps advance client objectives, identify opportunities, mitigate risks, and achieve successful outcomes in an ever-evolving governmental landscape.
