NCOA Welcomes Alison Esquea as New Board Member

April 30, 2026, Arlington, Virginia—The National Council on Aging (NCOA), the national voice for every person’s right to age well, welcomes Alison Esquea as a new member of the Board of Directors. Her term begins on July 1, 2026. 

“Alison brings deep expertise in federal legislative and health care policy,” said Ramsey Alwin, NCOA President and CEO. “We are proud and excited to have her on the board and are confident she will help us achieve our new mission of creating the conditions for all to age well.”  

Alison Esquea is Vice President, Federal Affairs for Cambia Health Solutions, a not-for-profit health care company that includes seven regional health plans dedicated to making the health care experience easier and lives better. 

Esquea provides leadership and strategic direction for Cambia’s legislative and regulatory policy agenda and spearheads federal outreach on issues ranging from health insurance, innovation, and patient-centered care. She serves as a liaison to government officials, trade associations, and other key organizations to advance sound policies that meaningfully improve health care.  

Esquea served three U.S. Senators on Capitol Hill: William “Mo” Cowan, John F. Kerry, and Bob Graham. She worked on legislation pertaining to health care (including passage of the Affordable Care Act), Social Security, deficit reduction, budget, appropriations, and tax policy. She also served as a Senior Analyst at the U.S. Government Accountability Office and began her career as a Presidential Management Fellow at the U.S. Social Security Administration.
