Social Security/LIS Leads Data: Findings from a Survey of MIPPA States

As a result of the 2008 Medicare Improvements for Patients and Providers Act (MIPPA), the Social Security Administration (SSA) has the authority to send Part D Extra Help/Low-Income Subsidy (LIS) application information to state Medicaid agencies, which are required to treat that information as an application for a Medicare Savings Program (MSP). This process is often referred to as the SSA/LIS “leads data” transfer.

Because there is significant variation in how state Medicaid agencies handle the LIS leads data transfer, the National Council on Aging’s (NCOA) Center for Benefits Access conducted a survey of representatives of state MIPPA grantees to better understand these differences.
