NCOA’s SCSEP Programs
Retirement is not “golden” for all older adults: Nearly a third of Americans aged 65+ are economically insecure, living at or below 200% of the federal poverty level. These older adults struggle each day to stay afloat. They face rising housing and health care bills, diminished savings, and often job loss.
Created in 1965, the Senior Community Service Program (SCSEP) is the nation’s oldest program to help low-income, unemployed individuals aged 55+ find work. SCSEP matches eligible older adults with part-time training assignments for nonprofit organizations. Participants build skills and self-confidence, while earning a modest income. For most, their SCSEP experience leads to permanent employment. Under contract with the U.S. Department of Labor, NCOA manages 25 SCSEP Resource Centers and offices throughout the U.S. and Puerto Rico.
As Resource Center Assistant, you will be responsible for supportive and administrative functions as delegated by the Resource Center Program Manager. This includes training new participant assistants, entering and maintaining data in the two SCSEP¬ related databases, assisting with payroll management on a bi-weekly basis, and providing general office support as needed.
Coming in the door, we will look to you to learn NCOA and to understand SCSEP. You will report to the Wheeling WV Resource Center Program Manager who will provide direction and instruction as needed.
In this role, you will:
- Provide initial training to new participant assistants. For those participant assistants who will train at the Resource Center and at locations in the field, you will be responsible for training them in any data-related responsibilities, participant screening and in-take procedures, participant case management, and files management.
- Enter and maintain data in the NCOA Salesforce SCSEP database, as well at the DOL SPARQ database in timely manner as directed by the Resource Center Program Manager. You will be responsible for ensuring your program has no rejects on its Data Quality Report at the end of every week.
- Assist the Resource Center Program Manager with bi-weekly payroll by ensuring that all active participants have submitted their timesheets and verifying the accuracy of the payroll register before it is review and approved by the Program Manager.
- Provide any additional administrative support as needed by the Program Manager.
- Strongly preferred: At least two years’ relevant experience in a human service agency and/or job readiness program. An understanding of programs that service vulnerable populations. Older worker and employment training experience is a plus.
- Strongly preferred: Experience working with mature persons, minority, and low¬-income individuals.
- Proven project management skills with demonstrated ability to take on multiple tasks, prioritize, and meet deadlines.
- Excellent oral and written communication skills.
- Excellent organization skills with strong attention to detail.
- Ability to work independently, with minimal direction, as well as collaborate effectively as part of a team.
- Proficiency in Microsoft Office Suite (including Excel, Outlook, PowerPoint, Access, and web-based assessment programs, e.g., Salesforce, SPARQ).
- Willingness to travel to assigned counties up to 25 percent of the time. This will not include overnight travel. A valid driver’s license and automobile are required.
