Advocacy Toolkit: Transportation

As Congress considers legislation to reauthorize federal transportation programs, it's critical that we strengthen and expand community-based mobility options for older adults and people with disabilities.

Help us protect these programs!

Federal Transit Administration Grant Funding

The FTA administers the following grants programs that are of particular interest for organizations serving older adults and people with disabilities: 

• Transportation for Elderly Person and Persons with Disabilities (5310): This formula assistance program is for the special transportation needs of elderly individuals and individuals with disabilities. Funds are appropriated annually to the states based on the number of elderly individuals and individuals with disabilities in each state.
  
  
• New Freedom Program (5317): This program provides tools to overcome existing barriers facing Americans with disabilities who are seeking integration into the workforce and full participation in society. 
  
  
• Formula Grants for Other than Urbanized Areas (5311): This rural program is formula based and provides funding to states for the purpose of supporting public transportation in rural areas, with populations of less than 50,000.
  
  
• Public Transportation on Indian Reservations (Tribal Transit) (5311(c)): This program provides direct funding to federally recognized tribes to support tribal public transportation in rural areas.
  
  
• Rural Transit Assistance Program (5311(b)(3)): This is a source of funding to assist in the design and implementation of training and technical assistance projects and other support services to meet the needs of transit operators in non-urbanized areas.
