There's a new Part D and Medicare Advantage Special Enrollment Period (SEP) set to begin for the 2012 plan year that's associated with the current star-rating system of Medicare Advantage and Part D plans.

The Centers for Medicare and Medicaid Services (CMS) developed a quality rating system for Medicare Advantage plans a few years ago. The scoring system is based upon well-established measures of health care delivery quality. CMS rates Medicare Advantage (MA) plans based on a one to 5 star scale, five being the highest quality of care. CMS has used this information to monitor plans.
