Find out what else the Cook County/greater Chicago Benefits Access group has been doing to increase low-income seniors' enrollment into core benefits programs.

The Applications and Advocacy workgroup is examining why older adults face barriers when trying to submit their applications to their local Department of Humans Services (DHS) offices. They have discovered that applications submitted may not contain all of the information required. Another issue may be that the documentation accompanying the application is not complete, or understandable to the DHS caseworker who is charged with processing the application.  This results in denied applications for people who are truly eligible for benefits. It also causes many people to have to apply for the same program multiple times creating more work for DHS, the client, and the community partner trying to assist the client in securing these benefits.

This workgroup is creating an application coversheet for Benefits Access partners to use when submitting SNAP, Medicare Savings Programs and Medicaid applications to local DHS offices.  It will incorporate all of the information the DHS caseworks need to process their applications quickly and more efficiently. Once completed, this cover sheet will be reviewed by a local DHS office to see if it contains all of the components their office needs.  When approved, we will make it available to all Benefits Access partners. Special thanks to the Greater Chicago Food Depository for offering their material to be used as a starting point.

This group is also working on an “Issue List” to help with the roll out of the new DHS Integrated Eligibility System (IES) rollout which is scheduled to take place on October 1st.  This document will track system issues noticed by our partners that occur as a result of the implementation of the new system and assist DHS in identifying and resolving problems.  We will present these issues at the monthly DHS Social Service Advisory Council meetings.
